SUBJECT: Fiscal Note for HB 2057 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2057 is
respectfully submitted to your committee.
HB 2057 would set forth the requirements for county election offices to use remote ballot
boxes to collect advance voting ballots. The bill would require the Secretary of State to implement
and enforce rules and regulations regarding use of the remote ballot boxes.
The Secretary of State indicates it would use existing resources to provide training and
update manuals for county election officials; update the agency’s website, public documents, and
information; and work with media, political parties, candidates, and the public to ensure
knowledge of remote ballot box requirements. In addition, the Secretary of State indicates that
county election offices would likely have to dedicate or hire additional staff to monitor the remote
ballot boxes or use video recording for monitoring and capturing faces of persons using the remote
ballot boxes. Any fiscal effect associated with HB 2057 is not reflected in The FY 2024 Governor’s
Budget Report.
The Kansas Association of Counties indicates HB 2057 would have a fiscal effect on local
government; however, the Association is unable to estimate the fiscal effect.
