Dear Representative Proctor:
SUBJECT: Fiscal Note for HB 2055 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2055 is
respectfully submitted to your committee.
HB 2055 would prohibit any entity, except the Secretary of State, county election offices,
the official protection and advocacy for voting access agency, and any other entity required to
provide information concerning elections and voting procedures, from mailing an advance voting
ballot application to any persons in Kansas.
The Secretary of State indicates it would use existing resources to provide training and
update manuals for county election officials; update the agency’s website; update public
documents and information; and work with media, political parties, candidates, and the public to
ensure knowledge of the new prohibition on mailing advance ballot applications. Any fiscal effect
associated with HB 2055 is not reflected in The FY 2024 Governor’s Budget Report.
The Kansas Association of Counties indicates that HB 2055 would not have fiscal effect
on counties.
