SUBJECT: Fiscal Note for HB 2051 by Representative Xu
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2051 is
respectfully submitted to your committee.
HB 2051 would create an Advisory Commission on Asian-American Pacific Islander
Affairs. The seven-member commission, appointed by Legislative leadership and the Governor,
would be responsible for raising public awareness, coordinating with stakeholders, and advocating
for issues that affect Asian-American and Pacific Islander Kansans. No more than four members
would be of the same political party. Each congressional district would be represented on the
Commission by at least one member and the remainder would represent the state at-large.

According to the Office of the Governor, the enactment of HB 2051 would require
expenditures totaling $130,582 in FY 2024, including 1.00 FTE Executive Director. Of the total
expenditures, $108,113 would be for salaries and wages (including fringe benefits) and $23,462
for other operating expenditures, including rent, travel, communications, and office supplies. Any
fiscal effect associated with HB 2051 is not reflected in The FY 2024 Governor’s Budget Report.
