Dear Representative Carpenter:
SUBJECT: Fiscal Note for HB 2044 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2044 is
respectfully submitted to your committee.
HB 2044 would amend the Kansas Act Against Discrimination by adding “race” and
“protective hairstyles” to the list of terms used in the Act. “Race” would be defined as inclusive
of traits historically associated with race, including, but not limited to, hair texture and protective
hairstyles. “Protective hairstyles” would include but would not be limited to hairstyles such as
braids, locs and twists.
The Kansas Human Rights Commissions indicates the bill could increase the number of
complaints filed with the agency. However, the Commission estimates that any increase to the
number of complaints could be absorbed within existing resources. Any fiscal effect associated
with HB 2044 is not reflected in The FY 2024 Governor’s Budget Report.
