SUBJECT: Fiscal Note for HB 2006 by Representative Carmichael
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2006 is
respectfully submitted to your committee.
Under current law, a person could use a spotlight or other artificial light to spot or locate
wildlife while in possession of a weapon if authorized by law or rules and regulations of the
Secretary of Wildlife and Parks. HB 2006 would make it unlawful for a person to use a spotlight
or other artificial light to spot or locate wildlife while in possession of a weapon.
The Kansas Department of Wildlife and Parks states that the enactment of HB 2006 would
have negligible fiscal effect. Currently, the agency collects $1.00 for each night vision permit
sold. In FY 2022, the Department received $140 in fees from selling 140 night vision permits at
its regional and park offices. If HB 2006 were enacted, the agency states that it would not sell any
night vision permits, thus decreasing revenues. The Kansas Association of Counties states it does
not know if the use of artificial light is a widespread issue, and therefore, the fiscal effect is
unknown. The League of Kansas Municipalities states that this bill would not have a fiscal effect
on cities.
