SUBJECT: Fiscal Note for HB 2706 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2706 is
respectfully submitted to your committee.
HB 2706 would define “delta-9 tetrahydrocannabinol concentration” as the total
percentage of delta-9 tetrahydrocannabinol and would remove restrictions on the sale of certain
hemp products. The bill would make it unlawful for any extract from industrial hemp with a delta-
9 tetrahydrocannabinol concentration greater than 0.3 percent that would be further processed to
be marketed, sold, or distributed to any person in Kansas who is not a registered hemp processor
or a licensee under a Department of Agriculture commercial plan.
The Department of Agriculture and Office of the State Fire Marshal indicate enactment of
the bill would have no fiscal effect on the agencies’ expenditures or revenues.
