SUBJECT: Fiscal Note for SB 166 by Senator Corson
In accordance with KSA 75-3715a, the following fiscal note concerning SB 166 is
respectfully submitted to your committee.
Current law prohibits advance voting ballots from being transmitted by the county election
officer by any means prior to 20 days before the election for which an application for an advance
voting ballot has been requested. SB 166 would amend the law to allow advance voting ballots to
be transmitted prior to 40 days before the election.
The Secretary of State indicates that enactment of SB 166 would require the agency to
update training and educational materials for county election officers, political parties and eligible
voters. The agency would accomplish this using existing resources.
The Kansas Association of Counties indicates that enactment of the bill could have some
fiscal effect as the earlier transmittal would also move up printing dates, but the Association is
unable to estimate what that effect might be.
