SUPPLEMENTAL NOTE ON SENATE BILL NO. 145

Brief*
SB 145 would authorize the Secretary of Wildlife, Parks
and Tourism (Secretary) to purchase a portion of the
Southwest Quarter of Section 05 and a portion of the West
Half of Section 08, Township 28 South, Range 09 West of the
6th Principal Meridian, Kingman County, Kansas.
The bill would exempt the land purchase from the
State’s competitive bid law (KSA 75-3739). The bill would
authorize the Secretary to purchase the land utilizing the
correct legal description if the description in the bill is found to
be incorrect.
The bill would be in effect upon publication in the
Kansas Register.

Background
The bill was introduced by the Senate Committee on
Ways and Means at the request of Senator Kerschen.

In the Senate Committee hearing, proponent testimony
was provided by the Secretary, who stated the purchase of
the property is the result of a long collaborative process. He

also stated the purchase of the land would generate revenue
and provide access to hunters and anglers.
Other proponent testimony was provided by
representatives of the Congressional Sportsmen’s
Foundation, Ducks Unlimited, and the Kansas Chapter of
Backcountry Hunters and Anglers. The proponents stated the
bill would provide Kansans with additional and perpetual
access to public land and would benefit wildlife, water, and
future generations of Kansans. They also noted the Kansas
Department of Wildlife, Parks and Tourism would continue to
pay property taxes on the land.
Written-only proponent testimony was provided by a
representative of The Nature Conservancy.
No other testimony was provided.

Fiscal Information
According to the fiscal note prepared by the Division of
the Budget, the Kansas Department of Wildlife, Parks and
Tourism estimates the cost to purchase the property would be
$1.1 million from the Wildlife Fee Fund in FY 2021.
Any fiscal effect associated with the bill is not reflected
in The FY 2022 Governor’s Budget Report.
