Dear Representative Concannon:
SUBJECT: Fiscal Note for HB 2359 by House Committee on Children and Seniors
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2359 is respectfully
submitted to your committee.
HB 2359 would establish the Kansas Child Welfare Services Delivery Task Force. The Task
Force would:
1. Determine the costs to adequately fund high quality child welfare services;
2. Evaluate pros and cons of privatization of child welfare services;
3. Determine the level of collaboration among private and public child welfare service entities; and
4. Submit reports to the Governor and Legislature semi-annually with its findings.
Members of the Task Force would not be paid compensation, but would be paid expenses
including mileage and subsistence from available appropriations of the Department for Children and
Families (DCF). Expenses for members who are employed by a state agency would be reimbursed by
their respective state agency.
DCF indicates that HB 2359 may have costs similar to expenses incurred by the Child Welfare
Foster Care Task Force established during the 2017 Legislative Session. The bill does not specify the
number of times the Task Force would meet, but DCF estimates that the fiscal effect of the bill would
be $50,000. Any fiscal effect associated with HB 2359 is not reflected in The FY 2020 Governor’s
Budget Report.
