SUBJECT: Fiscal Note for SB 170 by Senate Committee on Utilities
In accordance with KSA 75-3715a, the following fiscal note concerning SB 170 is
respectfully submitted to your committee.
SB 170 would require fines and fees collected for the Asbestos Program to be deposited
into the Air Quality Fee Fund rather than the State General Fund.

The Kansas Department of Health and Environment indicates that SB 170 would allow the
agency to retain all fines and fees collected for the Asbestos Program, estimated to be $110,000
for FY 2020, rather than be deposited into the State General Fund. The agency would no longer
need a State General Fund appropriation of $85,137. The net effect would be $24,863 less of State
General Fund available to the state. Any fiscal effect associated with SB 170 is not reflected in
The FY 2020 Governor’s Budget Report.
