1 A HOUSE RESOLUTION reaffirming the commitment
2 of sister ties between Indiana and Taiwan.
3 Whereas, In November 1979, Indiana became Taiwan's
4 first sister state by signing a sister-state relationship agreement
5 with Taiwan, the Republic of China (ROC). Since then, Indiana
6 and Taiwan have enjoyed strong bilateral trade, educational
7 and cultural exchanges, and tourism;
8 Whereas, In 2022, Indiana Governor Eric Holcomb led a
9 delegation to Taiwan to strengthen economic and cultural ties
10 between the two sister states. He signed a memorandum of
11 understanding (MOU) on Indiana-Taiwan economic
12 cooperation and trade relations with Taiwan, becoming the
13 second sitting Indiana governor to visit Taiwan since Governor
14 Mitch Daniels in 2005. In August 2024, the Indiana Economic

1 Development Corporation opened an office in Taipei, Taiwan.
2 In December 2025, Governor Mike Braun witnessed the new
3 expansion of the research and development center in West
4 Lafayette from Taiwan's MediaTek, Inc., one of the world's
5 largest semiconductor design companies.
6 Whereas, Taiwan shares the same values of freedom,
7 democracy, human rights, the rule of law, peace, and prosperity
8 with the United States and the State of Indiana. This year marks
9 both the 250th anniversary of the founding of the United States
10 and the 30th anniversary of Taiwan's first direct presidential
11 election;
12 Whereas, The United States ranks as Taiwan's
13 second-largest trading partner, and Taiwan is the
14 seventh-largest trading partner of the United States, ranking
15 higher than the United Kingdom, India, and Australia;
16 Whereas, Bilateral trade reached more than $185 billion in
17 2024, and Taiwan is the 12th-largest export market for United
18 States goods. Since 2019, Taiwan-affiliated firms' investments
19 in the United States have nearly doubled to $99.5 billion, and
20 trade and investment with Taiwan have helped support 387,000
21 well-paid American jobs.
22 Whereas, Taiwan sent its eighth agricultural goodwill trade
23 mission to Indiana in September 2025 and committed to
24 purchasing up to $6.4 billion in U.S. soybeans and corn over
25 the next four years, mostly from Indiana. Taiwan have become
26 the eighth-largest market for U.S. agricultural products
27 overall;
28 Whereas, Taiwan and Indiana have enjoyed a long,
29 mutually beneficial relationship, with prospects for future
30 growth. Taiwan was Indiana's ninth-largest export market in
31 Asia in 2024, with $262 million in Indiana goods exported to
32 Taiwan and a $16 million investment from Taiwan in Indiana.
33 Currently, up to 13 Taiwan-affiliated companies have chosen
34 Indiana as their expansion location in the Midwest. The trade
35 and investment from Taiwan supported around 3,000 quality
36 Hoosier jobs;

1 Whereas, Robust negotiations between Taiwan and the
2 United States are an important step toward strengthening
3 bilateral trade between the two states. This will increase
4 Indiana's exports to Taiwan and foster bilateral investment and
5 technical collaboration through mutual trade agreements.
6 Indiana businesses should be encouraged to enhance their
7 economic engagement with Taiwan, based on the 1979 Taiwan
8 Relations Act (TRA) (Public Law 12 96-8, 22 U.S.C. 3301).
9 Article 4, Section b of the TRA stipulates that "whenever the
10 laws of the United States refer or relate to foreign countries ...
11 such terms shall include and such laws shall apply with respect
12 to Taiwan", thus it is legitimate for Indiana businesses
13 referring to Taiwan, ROC, as Taiwan in conducting their
14 business ties with Taiwan; and
15 Whereas, Taiwan has undertaken a policy of "integrated
16 diplomacy", "values-based diplomacy", and "allies diplomacy"
17 in its international relations, and Taiwan is capable of, and
18 willing to, fulfill its responsibilities and collaborate with the
19 world to help with challenges of international crime, aviation
20 safety, humanitarian aid, medical assistance, and other areas:
21 Therefore,
22 Be it resolved by the House of Representatives of the
23 General Assembly of the State of Indiana:
24 SECTION 1. That the Indiana House of Representatives
25 reaffirms its commitment to strengthening and deepening the
26 sister ties between the State of Indiana and Taiwan, ROC.
27 SECTION 2. That the Indiana House of Representatives
28 reaffirms its support for the 1979 Taiwan Relations Act and
29 2025 Taiwan Assurance Implementation Act, and encourages
30 Indiana officials to engage with Taiwan diplomats and to travel
31 to Taiwan without being threatened by any adversary forces.
32 SECTION 3. That the Indiana House of Representatives
33 endorses Taiwan's efforts to engage in bilateral trade
34 negotiations with the United States, and reiterates its support for
35 a closer economic and trade partnership between the State of
36 Indiana and Taiwan.
37 SECTION 4. That the Indiana House of Representatives
38 supports Taiwan's meaningful participation in international

1 organizations and opposes any distortion of United Nations
2 General Assembly Resolution 2758.
3 SECTION 5. That the Principal Clerk of the House of
4 Representatives shall transmit copies of this resolution to the
5 members of the Indiana Congressional Delegation and the
6 Taipei Economic and Cultural Office in Chicago.
