Requires, after December 31, 2030, the county executive to: (1) adopt an ordinance to divide the county into three districts that meet certain standards; and (2) publish proposed district boundaries and hold a public hearing during a regular meeting before an ordinance is adopted. Provides exceptions. Specifies that the county executive may consider geography and the differences in population between each district when dividing the county into districts.
