Changes the effective date of salary increases of the lieutenant governor, secretary of state, auditor of state, treasurer of state, and attorney general from January 1 to the beginning of the state fiscal year on July 1. Increases the base salary of the governor, lieutenant governor, secretary of state, auditor of state, treasurer of state, attorney general, justices of the supreme court, judge of the tax court, and judges of the court of appeals.
