Summary of Legislation: This bill requires a school corporation's health education curriculum to include
mental health wellness education. It provides that the governing body of a school corporation may provide
mental health screenings to students. It also provides that the Department of Education shall provide a school
corporation with resources regarding mental health wellness upon request by the school corporation.
Effective Date: July 1, 2022.
Explanation of State Expenditures: This bill requires that the Department of Education must provide
school corporations with resources regarding mental health wellness at the request of a school corporation.
This requirement is within the agency’s routine administrative functions and should be able to be
implemented with no additional appropriations, assuming near customary agency staffing and resource levels.
Explanation of State Revenues:
Explanation of Local Expenditures: This bill adds to the list of required curriculum for school corporations
the topic of mental health wellness education, including topics relating to the causes, prevention, and cure
and control of mental illness without stigma or emotional harm. Any school corporation not already
incorporating these topics into their curriculum will need to do so, and they will need to ensure they have
the staff available to teach the curriculum. Any increase in workload or expenses for a school corporation
will depend on local action.
This bill also allows the governing body of a school corporation to provide mental health screenings to
students (the governing body may already inspect a student for physical health issues). This bill does not

prescribe how a governing body may go about providing such mental health screenings, but any governing
body opting to do so may look to coordinate with the Family and Social Services Administration to identify
possible sources of state or federal funds for child mental health services which may be used for these
screenings. Any increase in workload or expenses for a governing body will depend on local action.
