1 A HOUSE RESOLUTION recognizing and honoring Chris
2 "Q-Bacca" Kiefer on the occasion of his retirement.
3 Whereas, Mr. Chris Kiefer began his service at the Indiana
4 Department of Transportation (INDOT) in 2005 as the agency's
5 director of public-private partnerships;
6 Whereas, Between 2007 and 2014, Chris served as
7 legislative liaison for INDOT and was always available and
8 responsive at committee meetings to legislators;
9 Whereas, Chris became chief of staff of INDOT in August
10 2014, overseeing the agency's divisions that focus on
11 communication, media relations, legislative services, and
12 economic development;
13 Whereas, In his time working at INDOT, Chris has served

1 under four different INDOT commissioners and three different
2 governors;
3 Whereas, During Chris's 16 years working at INDOT, he
4 was instrumental in implementing Indiana's aggressive Major
5 Moves transportation plan to significantly improve and expand
6 Indiana's highway infrastructure;
7 Whereas, Chris played a critical role in the passage and
8 success of House Bill 1002 in 2017, the landmark
9 transportation funding bill that created long-term, dedicated
10 road funding for Indiana road and bridge improvements;
11 Whereas, Chris's door is always open to inquiry and he has
12 served the state of Indiana as a model for collaborative
13 problem solving;
14 Whereas, Chris is an invaluable repository of transportation
15 resources, knowledge, and information;
16 Whereas, Chris enjoys an elegant, double diamond design
17 interstate interchange, a clean interstate rest stop, a nice pair
18 of skinny slacks, spending time with fellow millennials, and
19 above all a well-kept lawn; and
20 Whereas, Chris's last day of public service at INDOT will be
21 on April 30, 2021: Therefore,
22 Be it resolved by the House of Representatives of the
23 General Assembly of the State of Indiana:
24 SECTION 1. That the Indiana House of Representatives
25 recognizes Chris Kiefer for his many accomplishments and
26 dedication to the Indiana Department of Transportation.
27 SECTION 2. That the Indiana House of Representatives
28 wishes him well in his future endeavors.
29 SECTION 3. That the principal Clerk of the House of
30 Representatives shall transmit copies of this resolution to the
31 office of Representative Edmond Soliday for distribution.
