 1      A CONCURRENT RESOLUTION memorializing First
 2   Lady Susan Bayh.
 3      Whereas, Susan Bayh passed away on February 5, 2021, in
 4   McLean, Virginia;
 5       Whereas, First Lady Susan Bayh was born on November
 6   28, 1959 in Whittier, California, to Robert (Bob) and Carol
 7   Breshears;
 8       Whereas, First Lady Susan Bayh grew up in La Canada,
 9   California, where she was an honor student, class officer
10   throughout all four years of her attendance at La Canada High
11   School, an active cheerleader, and volleyball champion;
12       Whereas, First Lady Susan Bayh attended college at the
13   University of California Berkley, where she was a cheerleader,
14   member of Alpha Phi, Miss Southern California in 1978, and
15   a princess in the Rose Bowl Parade;
16       Whereas, After graduating from the University of
17   California Berkley in 1981 with a bachelor's degree in political
18   science, and having interned for Representative Pete Stark in
19   Washington, D.C., First Lady Susan Bayh went on to earn her
20   Juris Doctorate at the University of Southern California and
21   graduated in 1984;
22       Whereas, First Lady Susan Bayh had a successful career as
23   an attorney, practicing law at two of the most renowned law

 1   firms in America: Gibson, Dunn & Crutcher in Washington,
 2   D.C., and Barnes and Thornburg in Indianapolis;
 3       Whereas, First Lady Susan Bayh met the love of her life,
 4   Governor Birch Evans Bayh III, and the two married on April
 5   13, 1985, and Governor Bayh and First Lady Susan Bayh, and
 6   they would go on to serve two terms;
 7       Whereas, First Lady Susan Bayh served as Indiana's
 8   forty-sixth first lady, and was the youngest first lady in one
 9   hundred fifty years and the only Indiana first lady in a century
10   to have children while her husband was in office, giving birth
11   to twin boys, Nicholas Harrison (Nick) and Birch Evans IV
12   (Beau) in 1995;
13        Whereas, First Lady Susan Bayh created a non-profit to
14   combat adult illiteracy, worked as an attorney for Eli Lilly,
15   where she handled the company's federal regulatory issues
16   from 1989 to 1994, did a weekly parenting segment for an
17   Indianapolis TV station, and taught at Butler University as a
18   distinguished visiting professor beginning in 1994;
19       Whereas, Beginning in 1994, First Lady Susan Bayh served
20   on fourteen boards for corporations ranging from
21   biotechnology to healthcare and telecommunications, and she
22   continued to be involved in higher education throughout her life
23   by serving on the board of trustees at Butler University, serving
24   on the Dean's Council at Indiana University's Paul H. O'Neill
25   School of Public and Environmental Affairs, and as an adjunct
26   Professor at her alma mater, the University of Southern
27   California, where she mentored students and helped law
28   students get public service internships;
29       Whereas, In 1994, First Lady Susan Bayh was appointed by
30   President Bill Clinton to serve as a Commissioner of the
31   International Joint Commission of the Water Treaty Act
32   between the United States and Canada, where she oversaw
33   compliance with environmental, water, and boundary treaties
34   until 2001;

 1       Whereas, First Lady Susan Bayh brilliantly and
 2   successfully balanced public service, being a mother, and
 3   having an extensive career;
 4       Whereas, Throughout her two year and eight month battle
 5   with cancer, First Lady Susan Bayh remained a positive,
 6   courageous, and inspirational beacon of light, always showing
 7   her love to others; and
 8       Whereas, First Lady Susan Bayh leaves a legacy of
 9   generosity, love, and hope, and her passing will be deeply
10   mourned by all those she knew, including her husband,
11   Governor Bayh, her two sons Nicholas Harrison Bayh and
12   Birch Evans Bayh IV, her parents Robert and Carol Breshears,
13   her brother Robert (Bob) Jr., her sisters Ann and Linda, and
14   her many nieces and nephews: Therefore,
15          Be it resolved by the Senate of the General Assembly
16          of the State of Indiana, the House of Representatives
17                               concurring:
18        SECTION 1. That the Indiana General Assembly
19   memorializes First Lady Susan Bayh.
20        SECTION 2. The Secretary of the Senate is hereby directed
21   to transmit copies of this Resolution to First Lady Susan Bayh's
22   husband, Governor Bayh, and her sons, Birch Evans Bayh IV
23   and Nicholas Harrison Bayh.
