Summary of Legislation: This bill requires the State Department of Health to adopt reasonable rules to
ensure the sanitary operation of facilities where eyelash extensions are applied. The bill specifies that the
rules must establish training and certification requirements for individuals applying eyelash extensions for
members of the public. The bill exempts the application of eyelash extensions from the law regulating
cosmetology.
Effective Date: July 1, 2021.
Explanation of State Expenditures: State Department of Health (ISDH) - ISDH will experience an increase
in workload to adopt rules concerning the education, certification, and sanitation requirements for eyelash
extension specialists. After implementation, ongoing workload may be necessary to take enforcement
measures if violations of rules adopted under bill are reported. The bill’s requirements may represent an
additional workload on ISDH outside of routine administrative functions, given that ISDH does not typically
perform oversight of cosmetic service professionals or facilities. If existing staffing and resource levels are
insufficient for full implementation, the additional funds and resources required could be supplied through
existing staff and resources currently being used in another program or with new appropriations. Ultimately,
the source of funds and resources required to satisfy the requirements of this bill will depend on legislative
and administrative actions.
Professional Licensing Agency (PLA) - Under current law, individuals who perform eyelash extension
services must have a license from the Board of Cosmetology and Barber Examiners. The bill’s exemption
of eyelash extension specialists from regulation by PLA and the Board may result in a minor decrease in
workload for PLA to process esthetician license applications and conduct oversight of individuals who

specialize in eyelash extensions.
Explanation of State Revenues: Summary - License applications and renewals for estheticians that
specialize only in eyelash extensions may decline in future years as a result of this bill. Any decrease in
license fee revenue is likely to be minimal.
Additional Information - At the close of FY 2020, there were 4,079 estheticians with an active license from
the Board of Cosmetology and Barber Examiners. It is unknown how many of these licensees currently
specialize only in eyelash extensions. An esthetician must have 55 hours of makeup application and removal
training, including training in eyelash application, to qualify for an Indiana esthetician license. The license
fee for estheticians is $40, renewed every four years.
Explanation of Local Expenditures: Local health officers may experience a minor increase in workload
to the extent they conduct enforcement activities relating to rules adopted by ISDH under the bill.
