Summary of Legislation: This bill requires local law enforcement agencies and certain state law
enforcement agencies, not later than July 1, 2022, to provide, maintain, and use body cameras and onboard
recorders (dashboard cameras). The bill requires the Law Enforcement Training Board (LETB) to adopt rules
not later than July 1, 2022, governing the use and maintenance of body cameras and onboard recorders by
local law enforcement agencies and certain state law enforcement agencies. It also allows the LETB to adopt
emergency rules regarding body cameras and onboard recorders.
Effective Date: July 1, 2021.
Explanation of State Expenditures: Law Enforcement Training Board– This bill requires the Law
Enforcement Training Board (LETB) to adopt rules governing the use of dashboard cameras and body
cameras as well as guidelines regarding the storage, dissemination, redaction, or deletion of the recordings
of these devices. This constitutes a significant workload increase for the LETB and may require additional
resources to be fully implemented.

Additional Information: The LETB does not have a staff. The research and drafting of new requirements as
required under this bill will most likely be carried out by the staff at the Indiana Law Enforcement Academy
(ILEA) in Plainfield in consultation with police departments and state and national law enforcement
professional organizations. ILEA staff will likely require resources outside its current funding and staffing
levels in order to develop the operational standards required by this bill and the training programs of
instruction to support the implementation of those standards.

Explanation of State Revenues:
Explanation of Local Expenditures: Dashboard and Body Cameras– This bill will require agencies that
have not already equipped all law enforcement vehicles with dashboard cameras to acquire and install them.
It also requires agencies to provide and utilize body cameras for all officers engaged in the majority of law
enforcement activities. The bill requires agencies to adopt policies regarding requirements for the use of
these systems. The adoption of the necessary policies and rules are within each agency’s routine
administrative functions. The costs of purchasing and maintaining cameras as well as the workload associated
with managing the recordings produced by those cameras represents a significant new set of expenditures
for most departments. The bill's total impact on local expenditures will depend on the extent to which local
departments are already using dashboard and body cameras.
Additional Information: Dashboard cameras cost between $1,500 and $3,000, and installation costs will vary
between department and/or contracted maintenance services. The average cost of body cameras is
approximately $520. Rules regarding the use of these cameras as well as the storage, dissemination,
redaction, or deletion of the recordings will need to be adopted in accordance with LETB standards, and
implementation of those rules may add further costs. Redacting video as required by law, storing video
sercurely and for the amount of time proscribed by LETB standards, controlling the dissemination of law
enforcement camera recordings and managing disciplinary matters associated with the misuse or failure to
use these systems will add workload and create additional initial and ongoing costs for each agency.
