1 A CONCURRENT RESOLUTION honoring Indiana
2 University in recognition of its Bicentennial Anniversary on
3 January 20, 2020.
4 Whereas, Congress passed the Ordinance for the
5 Government of the Northwest Territory in 1787, stating,
6 "Religion, morality and knowledge, being necessary to good
7 government and the happiness of mankind, schools and the
8 means of education shall be forever encouraged";
9 Whereas, In the legislation admitting Indiana to the State
10 of the Union in 1816, a township of land, vested in the Indiana
11 legislature, was reserved for a seminary of learning;
12 Whereas, The Indiana Constitution of 1816 stated "It shall
13 be the duty of the General Assembly, as soon as circumstances
14 will permit, to provide by law for a general system of
15 education, ascending in a regular graduation from township
16 schools to a State university, wherein tuition shall be gratis,
17 and equally open to all";
18 Whereas, On January 20, 1820, the State of Indiana created
19 the State Seminary and appointed a board of trustees to oversee
20 its establishment at Bloomington;
21 Whereas, The Indiana State Seminary first opened its doors
22 to students on April 4, 1825;
23 Whereas, On January 24, 1828, the Indiana General
24 Assembly transformed the State Seminary into Indiana College

1 at Bloomington "for the education of youth in the American,
2 learned and foreign languages, the useful arts, Sciences and
3 literature";
4 Whereas, In 1830, Indiana College observed its first
5 commencement, granting degrees to four students;
6 Whereas, On February 15, 1838, the Indiana General
7 Assembly converted Indiana College into Indiana University,
8 the name the school still bears today;
9 Whereas, Starting in 1867, Indiana University began
10 admitting women students on the same basis as men, and the
11 University became a member of the Association of American
12 Universities in 1909;
13 Whereas, Taking root in the late 19th century, the research
14 ideal has been Indiana University's primary mission along with
15 higher education;
16 Whereas, Indiana University has developed a statewide
17 network of IU campuses and medical education centers
18 extending from Indiana's southern to northern border, and a
19 global learning environment;
20 Whereas, Well over a million students have taken courses
21 at Indiana University, and approximately 893,000 degrees have
22 been earned since 1830;
23 Whereas, Over the past 200 years, Indiana's flagship
24 higher education institution has become one of the nation's
25 leading research universities and made immeasurable
26 contributions to the State of Indiana, the United States of
27 America, and the world; and
28 Whereas, Indiana University enters its third century poised
29 to continue offering a world-class education that is affordable
30 and accessible to all Hoosiers: Therefore,

1 Be it resolved by the Senate of the General Assembly
2 of the State of Indiana, the House of Representatives
3 concurring:
4 SECTION 1. That the Indiana General Assembly honors
5 Indiana University in celebration of its Bicentennial
6 Anniversary on January 20, 2020.
7 SECTION 2. The Secretary of the Senate is hereby directed
8 to transmit copies of this Resolution to Dr. Michael A.
9 McRobbie, President of Indiana University, and the Board of
10 Trustees of Indiana University.
