Establishes the State Attainment Working Group within the Office of the Governor to recommend a State attainment goal for postsecondary degrees and credentials of value to the Governor by December 1, 2026. Directs the Working Group to: (1) conduct a comprehensive review of existing State and regional education and workforce plans; (2) ensure alignment with existing State efforts; (3) create and implement a plan for engaging specified entities to ensure broad representation and cross-sector alignment; (4) analyze data to identify current and projected State and regional workforce trends and needs through 2040; (5) assess the levels and types of postsecondary degrees and credentials of value that will be required to meet projected workforce needs at State and regional levels; (6) define credentials of value in a manner that considers alignment with current and projected labor market demand, the economic return of a credential, and its potential to support economic mobility for learners and workers; (7) identify the gap between projected workforce needs and projected levels of attainment of degrees and credentials of value in the State and by region; and (8) submit its findings and recommendations to the Governor. Sets forth the Working Group's composition and responsibilities. Directs specified agencies to co-chair and provide support for the Working Group. Describes the responsibilities of the members and advisory members of the Working Group. Directs participating agencies to expedite data sharing agreements. Dissolves the Working Group upon the submission of its report to the Governor. Provides that the executive order shall not be construed to contravene any federal or State law or regulation and shall not affect or alter the existing statutory powers of any State agency. Provides that the provisions of the executive order are severable. Effective March 13, 2026.
