Amends the Educator Licensure Article of the School Code. Provides that a National Board certification-early childhood generalist endorsement on an Educator License with Stipulations may be issued to an applicant who holds a valid Early Childhood Generalist certificate issued by the National Board for Professional Teaching Standards. Provides that the endorsement holder is deemed qualified and authorized to provide instruction in early childhood education programs and is deemed to meet or exceed all early childhood instructional competency requirements established by the State Board for pre-kindergarten instruction.
House Floor Amendment No. 1: Provides that the holder of a National Board certification-early childhood generalist endorsement is deemed qualified and authorized to provide instruction in pre-kindergarten programs (rather than in early childhood education programs) in the State. Provides that the National Board certification-early childhood generalist endorsement is valid until June 30, 2029 (rather than until June 30 immediately following 5 years of the endorsement being issued with an option for renewal). Provides that on or before January 1, 2029, the State Board of Education shall report specified data to the General Assembly regarding the changes made by the amendatory Act.
