Amends the Deposit of State Moneys Act. Provides that the State Treasurer may invest or reinvest any State money in private placement fixed income securities that are exempt from the registration requirements of the Securities and Exchange Commission if specified conditions are satisfied. Effective immediately.
Senate Committee Amendment No. 1: Provides that the State Treasurer may invest or reinvest any State money in pooled investment trusts that are registered as an open-end investment company with the Securities and Exchange Commission and with voting trustees that are officers or employees of a national labor federation (rather than private placement fixed income securities that are exempt from the registration requirements of the Securities and Exchange Commission).
House Floor Amendment No. 1: Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with the following changes. Removes the requirement that the issuer of an eligible pooled investment trust not be placed on the Illinois Investment Policy Board's list of restricted companies. Effective immediately.
