Amends Illinois Procurement Code. Provides that, after exhausting the list of master contracts and cooperative agreements, procurement expenditures necessary for the Department of Public Health, the Department of Agriculture, the Illinois State Police, or the Illinois Environmental Protection Agency to operate State laboratories are exempt from the Code.
House Floor Amendment No. 2: Replaces everything after the enacting clause. Amends the Illinois Procurement Code. Provides that, after exhausting any procurement method available through a contract already established under a chief procurement officer joint purchasing program or cooperative purchasing program, procurement expenditures by or on behalf of the Department of Public Health, the Department of Agriculture, the Illinois State Police, the Department of Natural Resources, the Illinois Emergency Management Agency and Office of Homeland Security, the Department of Transportation, or the Illinois Environmental Protection Agency for laboratory supplies, laboratory equipment, software necessary for laboratory operations, or service contracts that are necessary for the applicable agency to operate State laboratories are exempt from the Code. Provides that the exemption applies only if the applicable State agency has made a good faith determination that it is necessary and appropriate for the expenditure to fall within the exemption.
Senate Floor Amendment No. 2: Replaces everything after the enacting clause. Creates the Capital Area Tourism Authority Act. Establishes the Capital Area Tourism Authority as a political subdivision and unit of local government for the benefit of the general public and for the promotion of business, industry, commerce, conventions, and tourism in the City of Springfield, Sangamon County, and the State of Illinois. Sets forth the powers of the Authority. Contains provisions concerning the membership of the Board of the Authority; meetings and records of the Board of the Authority; approval of the Capital Area Tourism District and Capital Area Tourism Projects; the issuance and repayment of capital area revenue bonds; reporting requirements; exemptions from taxation; investigatory authority; rulemaking; and other matters. Creates the Capital City Downtown Medical District Act. Establishes the Capital City Downtown Medical District and the Capital City Downtown Medical District Commission. Contains provisions concerning the duties and membership of the Commission; the powers of the Commission, including, but not limited to, the power to apply for and accept grants, loans, or appropriations, to acquire property, to construct facilities, to provide relocation assistance, and to sell, convey, transfer, or lease property; the Commission's rulemaking powers; judicial review of Commission actions; and other matters. Effective immediately.
Senate Floor Amendment No. 3: Adds provisions amending the Statewide Innovation Development and Economy Act. Provides that Capital Area Tourism Projects established under the Capital Area Tourism Authority Act are considered STAR bond projects for the purpose of calculating the limitation on the number of STAR bond projects. Makes conforming changes in the Capital Area Tourism Authority Act. Changes certain references from "local sales tax contribution" to "local sales tax increment".
