Provides that the Department of Public Health shall lead a Statewide Vaccine Access Initiative to coordinate additional vaccine planning, financing, supply, and access and use the authority and expertise of the Immunization Advisory Committee to advance vaccination recommendations, requirements, and guidelines if federal actions fail to protect the public health. Provides that specified State agencies shall designate senior representatives to participate in the executive order's implementation. Provides for prioritization of underserved populations. Specifies that the Director of Public Health, after consultation with the Immunization Advisory Committee, shall issue statewide standing orders authorizing eligible providers in pharmacy and other clinical settings to administer specified vaccines. Provides that the standing orders shall (i) delineate the authority of providers to administer vaccines based on Department recommendations to the maximum extent permitted by law; (ii) require reporting to the State immunization registry; and (iii) encourage extended hours, mobile clinics, and rural pharmacy partnerships. Provides that the executive order is not intended to alter any statutory scope of practice. Provides for the development of contingency plans to maintain vaccine access if federal disruptions threaten vaccine inventory or distribution. Provides that State-regulated health insurers shall cover vaccines and related administration based on Department recommendations without patient cost sharing in accordance with specified criteria. Requires State agencies that participate in the Initiative to make recommendations to the Governor within 15 days regarding how the State can ensure continued access to coverage and administration of vaccines. Provides that the Department shall publish and update guidance and other information related to its vaccine recommendations. Provides that the Department shall partner with specified entities regarding outreach and education. Provides for the support of school-located vaccination sites. Contains provisions regarding construction and severability. Effective September 12, 2025.
