Contains a preamble concerning the economic effects of the tariffs that have been imposed on imported goods by the United States since April 2, 2025. Directs the Department of Commerce and Economic Opportunity, the Department of Employment Security, the Department of Public Health, the Department of Human Services, the Department of Transportation, the Capital Development Board, and the Illinois Emergency Management Agency and Office of Homeland Security to prepare, within 100 days of the executive order, draft recommendations to mitigate the impacts of these tariffs. Directs the Department of Commerce and Economic Opportunity, in collaboration with the Department of Employment Security, to consider the following in the development of its recommendations: (i) an assessment of industries and economic development regions most notably affected by trade-related changes and (ii) key challenges reported by Illinois businesses related to the new trade environment. Requires the Department of Employment Security, in collaboration with the Department of Commerce and Economic Opportunity, to include an analysis of employment trends since tariff implementation in the development of its recommendations. Provides that the Department of Public Health shall consider the following in developing its recommendations: (i) an analysis of categories of medical supplies experiencing significant supply chain disruptions; (ii) an analysis of critical supply shortages or price fluctuations; (iii) an analysis of medical services or products experiencing price effects; and (iv) concerns raised by healthcare providers regarding supply costs. Requires the Department of Human Services to consider the following in developing its recommendations: (i) food donation trends and supply changes affecting food assistance programs; (ii) food banks' purchasing power and ability to meet community needs; (iii) an analysis of responses by food assistance programs to maintain services despite increased operational costs; and (iv) feedback from the operators of the emergency food system on their most significant supply chain challenges. Provides that the Department of Transportation shall consider the following in developing its recommendations: (i) infrastructure project impacts from U.S. tariff policy related cost and timeline challenges; (ii) transportation project adjustments and approaches to managing increased material costs; and (iii) prioritization strategies and long-term implications for State transportation planning. Specifies that the Capital Development Board shall consider the following in developing its recommendations: (i) construction material challenges and (ii) construction project adjustments. Requires the Illinois Emergency Management Agency and Office of Homeland Security to consider the following in developing its recommendations: (i) emergency response supply challenges and (ii) emergency procurement adjustments. Requires the State, if appropriate, to coordinate with other similarly situated states and localities to share its data and conclusions and to evaluate and propose coordinated actions that may mitigate the impact of tariffs on their economies. Specifies that the Executive Order shall not be construed to contravene any federal or state law or regulation. Contains severability-related provisions. Effective July 14, 2025.
