Amends the State Commemorative Dates Act. Designates September of each year as National Scarring Alopecia Awareness Month.

Senate Floor Amendment No. 3: Replaces everything after the enacting clause. Creates the Fiscal Year 2027 Budget Implementation Act. Adds, deletes, and makes changes to various statutory provisions as needed to implement the State budget for Fiscal Year 2027. Effective immediately, except some provisions take effect on other dates.
