Amends the Freedom of Information Act. Makes a technical change in a Section concerning the short title.
House Floor Amendment No. 1: Replaces everything after the enacting clause. Amends the Illinois Procurement Code. Provides that no construction business is a small business if its annual sales and receipts exceed $20,000,000 (currently, $14,000,000). Effective immediately.
