Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning the short title.
Senate Floor Amendment No. 1: Replaces everything after the enacting clause. Amends the Interstate Mutual Emergency Aid Act. Provides that any public safety agency may provide assistance to any other public safety agency in the State or in a bordering State at the time of a disaster.
