Amends the Community Development Loan Guarantee Act. Makes technical changes in a Section concerning the short title.
House Floor Amendment No. 1: Replaces everything after the enacting clause. Amends the Illinois Income Tax Act and the Prevailing Wage Act. Provides that certain transferable tax credits are considered public works within the meaning of the Prevailing Wage Act. Effective immediately.
