Amends the Open Meetings Act. Provides that, if a quorum of the members of the public body is physically present, a majority of the public body may allow a member of that body to attend the meeting by other means if the member is prevented from physically attending because of performance of active military duty as a service member. Defines "active military duty" and "service member".
Senate Floor Amendment No. 1: Specifies that "active military duty" has the meaning given to "active service" in Section 1-10 of the Service Member Employment and Reemployment Rights Act (rather than service on active duty as a member of the Armed Forces of the United States, the Illinois National Guard, or any reserve component of the Armed Forces of the United States).
House Committee Amendment No. 1: Replaces everything after the enacting clause. Amends the Open Meetings Act. Makes a technical change in a Section concerning the short title.
