This bill amends various sections of the Idaho Code to enhance campaign finance transparency and restrict foreign influence in political contributions. Specifically, it requires political committees supporting any measure to include additional reporting information, such as certifications from the political treasurer confirming that no preliminary activities were funded by foreign nationals and that donors are not foreign nationals who have received significant contributions from foreign sources in the past four years. Furthermore, it mandates that any person or political treasurer making expenditures related to measures must certify their compliance with these foreign contribution restrictions.

Additionally, the bill introduces a new section that establishes restrictions on the collection and release of donor information for tax-exempt organizations, emphasizing the right to donor privacy. It prohibits state and local entities from collecting or disclosing donor identities unless directly related to an investigation of violations of campaign finance laws. Violations of these provisions can result in misdemeanor charges. The bill declares an emergency, making it effective from July 1, 2026.
