This bill amends Chapter 12, Title 72 of the Idaho Code by adding a new section, 72-1207, which establishes provisions for conducting a return on investment analysis of the Idaho Launch Grant Program. The analysis will be conducted at least biennially by the legislative services office in collaboration with various stakeholders, including the Idaho workforce development council and eligible institutions. The analysis aims to evaluate the alignment of the program with in-demand careers, assess student participation and outcomes, and provide recommendations for improving the program's effectiveness and accessibility. The findings will be reported to the governor and legislative leaders, with a summary report due by December 31 each year.
Additionally, the bill includes a sunset provision, stating that the provisions of this act will be null and void after July 1, 2029. It also declares an emergency, making the act effective on July 1, 2026. The comprehensive analysis will cover various aspects, including labor market information, student demographics, and outcomes, with the goal of enhancing the program's alignment with the state's economic needs and improving student access and success.
