This bill amends Section 36-1101 of the Idaho Code to revise regulations concerning the taking of wildlife. It maintains the prohibition against hunting game animals, birds, and furbearing animals except as allowed by Idaho law or commission rules. The bill introduces a new provision that prohibits the use of certain technologies for hunting or scouting big game animals or game birds from August 30 through December 31 each year. Specifically, it bans the use of thermal imaging technology, night vision technology, transmitting trail cameras on government-owned land, and drone aircraft or other unmanned aircraft systems. However, exceptions are made for hunting wolves and mountain lions, monitoring livestock and crops, retrieving wounded game, and monitoring property for theft deterrence.
Additionally, the bill establishes a special permit system for physically disabled individuals, allowing them to hunt from a stationary motorized vehicle. The commission is tasked with creating rules for the application process and design of the permit, which must be displayed prominently while hunting. The bill also outlines penalties for unauthorized use of the special permit and other hunting violations, including the use of dogs for pursuing big game and the use of internet-connected devices for hunting. The act is declared to be an emergency measure and will take effect on July 1, 2026.
