This bill amends Chapter 26 of Title 67 of the Idaho Code by introducing two new sections: Section 67-2616 and Section 67-2617. Section 67-2616 establishes a temporary moratorium on rulemaking and fee increases by the Division of Occupational and Professional Licenses from July 1, 2026, to June 30, 2031. During this period, the division, including its administrator and associated boards and commissions, is prohibited from promulgating new administrative rules or increasing occupational licensing fees. However, they are allowed to conduct rulemaking aimed at repealing existing regulations or alleviating regulatory burdens.

Section 67-2617 mandates that by December 31, 2026, the Division of Occupational and Professional Licenses must submit proposed legislation to the legislative services office to transfer all administrative rule chapters that are less than eight pages into statute. The bill declares an emergency, making it effective starting July 1, 2026.
