The proposed bill, known as the "Pediatric Secretive Transitions Parental Rights Act," aims to establish parental rights regarding the medical and social transitions of minors. It asserts that parents have a fundamental right to be informed and to consent to any sex transition procedures or social transitions involving their children. The bill defines key terms, including "aggrieved person," "child," "covered entity," "sex transition procedure," and "social transition." It prohibits covered entities, such as educational institutions and healthcare providers, from facilitating any transitions without parental consent and mandates that they inform parents within 72 hours of a child's request for social transition.

Additionally, the bill allows aggrieved parents to take legal action against covered entities for violations, entitling them to various forms of relief, including compensatory damages and attorney's fees. The Attorney General is granted the authority to investigate violations, seek civil penalties of up to $100,000, and refer cases to licensing boards for disciplinary action. The bill includes a severability clause and declares an emergency, making it effective on July 1, 2026.
