Additionally, candidates must maintain a fixed habitation within the district boundaries for one year prior to filing their declaration of candidacy. The bill defines "fixed habitation" as a residence where the candidate has actual physical presence for at least 120 nights during that year. Exemptions to the fixed habitation requirement are provided for candidates who have been on active military service or a religious mission during the specified period.

The bill also includes a provision that candidates must file their declaration of candidacy with the secretary of state and pay a filing fee of $30, which will be deposited into the general fund. The effective date for this act is set for January 1, 2027.
