This bill amends two sections of the Idaho Code related to the Project Choice Program Fee and the Idaho Law Enforcement Fund. Specifically, it increases the Project Choice Program Fee from three dollars ($3.00) to eight dollars ($8.00) for vehicle registrations, with the collected fees designated for creating a career ladder and providing salaries to retain qualified personnel within the Idaho State Police. The bill also clarifies that starting July 1, 2010, the use of these fees will be restricted to commissioned officers, dispatch personnel, and forensic personnel.

Additionally, the bill establishes a provision that any funds in the Idaho Law Enforcement Fund, derived from the Project Choice Program Fee and exceeding two hundred percent (200%) of that fiscal year's appropriation, will be transferred to the general fund at the beginning of each fiscal year. The bill includes a severability clause to ensure that if any part of the act is found invalid, the remaining provisions will still be enforceable. An emergency clause is included, making the act effective on July 1, 2026.
