The bill amends Chapter 2, Title 56 of the Idaho Code by adding a new section, 56-276, which establishes a prior authorization exemption for eligible practitioners who provide a significant amount of preceptorship in rural or underserved areas. Specifically, practitioners who complete at least 360 hours of preceptorship, with a minimum of 60% of those hours in qualified areas, will qualify for a 12-month exemption from prior authorization requirements for medically necessary services billed to Idaho Medicaid plans. The bill outlines the responsibilities of eligible practitioners in tracking and reporting their hours, as well as the verification process by the Department of Health and Welfare.

Additionally, the bill sets a limit on the number of exemptions, allowing no more than 100 eligible practitioners from each specialty (family medicine, psychiatry, or obstetrics and gynecology) to receive the exemption annually. It also includes provisions for the potential rescindment of the exemption based on a review of claims submitted during the exempted period. The bill will be effective starting July 1, 2026, and will remain in effect until July 1, 2030, at which point the provisions will become null and void.
