This bill amends Chapter 2, Title 56 of the Idaho Code to enhance the integrity measures of the Supplemental Nutrition Assistance Program (SNAP). A new section, 56-205A, is introduced, which mandates the Department of Health and Welfare to enter into a data-matching agreement with the Idaho State Lottery Commission to identify households with lottery winnings of $3,000 or more. The department is required to promptly disenroll any household exceeding the resource limit for elderly or disabled households. Additionally, the department must regularly review various data sources to assess eligibility changes for SNAP recipients, including information from vital records, corrections, and federal databases. The bill also stipulates that certification periods for certain households must not exceed four months and outlines specific verification processes for applicants regarding their citizenship status.
Furthermore, Section 56-211 is amended to update the terminology from "federal food stamp program" to "supplemental nutrition assistance program" and introduces new verification requirements for applicants regarding their residency and citizenship status. The bill specifies that individuals must be either U.S. citizens or legally admitted immigrants to qualify for SNAP benefits. It also establishes procedures for verifying eligible alien status and mandates the department to terminate benefits for individuals found to be unlawfully present in the U.S. The bill declares an emergency, making it effective on July 1, 2026.
