This bill amends Section 71-234 of the Idaho Code to introduce provisions for cash rounding in transactions involving commodities or services sold by weight, measure, or count. It prohibits the misrepresentation of prices and requires that any fractions of a cent in advertised prices be clearly displayed. The new language specifies that when a cash transaction cannot be rounded to the nearest whole cent using available denominations, the seller may round the total amount due or the change due back to the nearest multiple of five cents. The rounding rules dictate that amounts ending in 1, 2, 6, or 7 are rounded down, while amounts ending in 3, 4, 8, or 9 are rounded up.

Additionally, the bill clarifies that payments made through electronic means, cards, checks, or other non-cash methods must be settled to the exact amount without rounding. It defines "total amount due" as the sum of the total price plus any applicable taxes, fees, or charges, with taxes calculated before any rounding occurs. The bill declares an emergency, making it effective on July 1, 2026.
