This bill amends Section 67-1085A of the Idaho Code to enhance reporting requirements for state agencies regarding agreements, including memorandums of understanding (MOUs) and memorandums of agreement (MOAs). Agencies are now required to report any executed agreements to the state controller within ten business days, detailing specific information such as the document title, execution dates, participating entities, and monetary values. Additionally, the bill establishes provisions for monitoring compliance, where the state controller will provide assistance to agencies and notify them of any failures to report. Agencies must address noncompliance within thirty days of receiving notice, with potential budgetary consequences for continued noncompliance.

The bill also introduces a centralized, publicly accessible list of reported agreements maintained by the state controller, which will include the required reporting information. Furthermore, it mandates that each agency annually review and certify the accuracy of its reported agreements. The state controller is granted the authority to develop guidance policies for reporting and compliance, ensuring that the requirements are effectively implemented. The act is set to take effect on July 1, 2026, following the declaration of an emergency.
