The bill establishes a new program called the Idaho State Seal of Excellence in Civics, aimed at recognizing high school students who demonstrate exceptional proficiency in civics education and civic engagement. This program is voluntary for school districts and public charter schools, which must notify the superintendent of public instruction if they choose to participate. To earn the seal, students must meet specific requirements, including achieving a high GPA in social studies, mastering the Idaho civics assessment, completing a civics-related project, and engaging in community service or civic activities. The seal will be affixed to the diplomas of qualifying students and noted on their transcripts.
Additionally, the bill outlines the responsibilities of participating schools, including maintaining records of eligible students and reporting data on student participation in civic learning pathways to the state department of education. Schools that achieve a high percentage of graduates earning the seal will be recognized as Idaho schools of civics excellence. The state department will also provide guidance and resources to support the implementation of the program. The act is set to take effect on July 1, 2026, following the declaration of an emergency.
