This bill amends Chapter 5, Title 33 of the Idaho Code by adding a new section, 33-512E, which establishes a Public School Social Access Pass Program specifically for home school students in grades 8 through 12. The program, known as the "Participation in Recreation Outside of Matriculation Act" or "PROM Act," allows eligible home school students to apply for a social access pass that permits them to participate in school-sponsored social activities at a designated public school within their attendance boundaries. The application for the pass is voluntary, and students must provide proof of residency. The pass is valid for one academic year and can be used only at one public school for sanctioned activities.

The bill also outlines that public schools may charge a fee of up to $25 for the social access pass, which is intended to cover related costs, but cannot impose additional fees beyond those applicable to enrolled students. Home school students using the pass will have the same privileges as enrolled students and must adhere to the same rules and standards of behavior. Importantly, the bill clarifies that participation in this program does not alter a home school student's educational status or trigger any state funding for the public school system. The act is set to take effect on July 1, 2026, and includes provisions to protect the privacy of student data collected for the program.
