This bill amends Section 33-1020 of the Idaho Code to revise the funding provisions for the Idaho Digital Learning Academy. The per enrollment funding amount is decreased from four hundred forty-five dollars ($445) to four hundred twenty-seven dollars ($427). Additionally, the bill specifies that a single child may be counted for only up to three enrollments per school year, excluding summer enrollments, which will be included in the fiscal year that begins that summer. The bill also introduces new eligibility criteria for state funding, including requirements that the student must be enrolled full-time in a non-virtual Idaho school district or public charter school, be in grades 6 through 12, and not be enrolled in a driver's education class or a public school in a city with a population over fifty thousand.
Furthermore, if a student wishes to enroll in a class that does not meet the criteria for state funding, the school district or public charter school may cover the fees. The bill mandates that the state department of education must distribute estimated funds to the Idaho Digital Learning Academy by July 31 of each fiscal year, with a reconciliation of enrollments prior to the May 15 payment. The joint finance-appropriations committee is tasked with considering adjustments to the per enrollment amount based on salary increases for instructional and pupil service staff. An emergency clause is included, making the act effective on July 1, 2026.
