This bill amends Chapter 8, Title 31 of the Idaho Code by adding a new section, 31-882, which outlines the powers and duties of boards of county commissioners. It establishes that when these boards act as cooperating agencies under the National Environmental Policy Act and in federal land planning, they are recognized as having special expertise in areas related to their statutory responsibilities. This includes matters concerning the health, safety, welfare, culture, and socioeconomic viability of their counties.

Additionally, the bill allows boards of county commissioners that have adopted a comprehensive plan to coordinate their planning efforts with federal agencies. This coordination is in accordance with several federal acts, including the Multiple-Use Sustained-Yield Act of 1960 and the Federal Land Policy and Management Act of 1976, among others. The bill also declares an emergency, ensuring that it takes effect immediately upon passage and approval.
