This bill amends various sections of the Idaho Code to establish regulations regarding portable solar generation devices and to revise definitions and provisions related to public utilities and solar energy systems. A new section, 61-122, is added to define "portable solar generation device" and outlines its characteristics, including a maximum power output of 1,200 watts and exemption from interconnection and net metering requirements. Electric corporations are prohibited from imposing fees or requiring approval for the installation or use of these devices, and they are not liable for any damages caused by them.

Additionally, the bill amends Section 61-129 to clarify that the term "public utility" does not include portable solar generation devices. It also revises definitions in Section 48-1802, changing the capacity of a residential solar energy system from 1 kilowatt to 1,200 watts, and updates Section 48-1803 to specify that the provisions do not apply to portable solar generation devices. The bill declares an emergency, making it effective on July 1, 2026.
