This bill amends Chapter 16, Title 33 of the Idaho Code by adding a new section, 33-1639, which mandates that all Idaho public schools implement a daily moment of silence at or near the beginning of each school day. During this period, which must last a minimum of sixty seconds, students are allowed to reflect, meditate, pray, or engage in other silent activities without distracting their peers. Teachers and school employees are responsible for ensuring that all students remain silent and do not engage in any distracting behavior during this time.

Additionally, the bill stipulates that public school personnel are prohibited from instructing students on the nature of their reflections during the moment of silence, except as outlined in the new section. Schools are required to notify parents and legal guardians about the moment of silence and encourage them to provide guidance to their children regarding this practice. The bill declares an emergency and specifies that it will take effect on July 1, 2026.
