This section, titled the "Restraint of Government Uncontrolled Expansion (ROGUE) Act," stipulates that the annual maintenance budget for any state government entity cannot exceed the average percentage increase in the consumer price index for the west region, as determined by the U.S. Bureau of Labor Statistics. In cases where this percentage is zero or negative, the budget request must not exceed the previous fiscal year's approved amount.

Additionally, the bill allows for exceptions to this budget increase limitation in cases of exigent circumstances, federally mandated expenditures, or significant operational challenges. The bill declares an emergency, making it effective from July 1, 2026.
