This bill amends various chapters of Title 54 of the Idaho Code to introduce new sections that establish inspection requirements for electrical, plumbing, and heating, ventilation, and air conditioning (HVAC) systems. Specifically, it adds Section 54-1004A, Section 54-2626A, and Section 54-5020A, which stipulate that if an inspection requested by a permit holder is not conducted within forty-eight business hours, the permit holder may hire a third-party inspector. The permit holder must notify the relevant division or local government and provide the results of the inspection. Additionally, the bill mandates that permit holders who utilize a third-party inspection are entitled to a refund of any fees paid for the original inspection.
Furthermore, the bill outlines that if an inspector fails to provide a reason for a failed inspection within three business days, the division or local government must refund ten percent of the inspection fees. The qualifications for third-party inspectors are also specified, requiring them to meet standards set forth in the Idaho Code. The bill declares an emergency, making it effective on July 1, 2026.
