This bill amends Sections 54-3405 and 54-3405A of the Idaho Code to allow individuals who have served as chaplains in the United States military to obtain licensure as licensed professional counselors and licensed clinical professional counselors, respectively. The amendments specify that these individuals can meet the licensure requirements through alternative qualifications, including holding a DD form 214 certificate of release or discharge, completing four units of clinical pastoral education, and documenting a specified number of hours of direct client contact under supervision. Additionally, those qualifying under these provisions will not be required to take an examination or pay an application fee.

The bill also includes a technical correction and declares an emergency, making it effective on July 1, 2026. The changes aim to recognize the unique qualifications of military chaplains and facilitate their transition into civilian counseling roles, thereby expanding the pool of licensed counselors in Idaho.
